Once you have accepted a bounty, you go to the Command Room. It's dark and filled with lots of blinking lights. In the center of the room is a circle that's glowing red. All you have to do is tell the coordinates to the Teleport Manager, and step into the circle. The staff will do the rest, and off you go to your destination.
